The Director of the Kharkiv Regional Employment Center, Denys Oliinyk, took part in the meeting “Dialogue Between Government and Business.” The event was held with the participation of the Deputy Head of the Kharkiv Regional Military Administration, Yevhen Ivanov, and business representatives.
From January 1, the minimum wage in Ukraine increased to 8,647 UAH. This is a key economic indicator for active employment promotion programs implemented by the State Employment Service. Accordingly, along with this social standard, payments for citizens and compensation for businesses and employers also automatically increase.
During the meeting, Denys Oliinyk spoke about:
• how unemployment benefit payments are changing;
• compensation for employers for hiring various categories of citizens, with special emphasis on supporting employers who hire young people.
The state continues to support businesses and those who are ready to create jobs. In particular, the opportunities of the “Own Business” /grant/ program are being expanded:
• for those planning to register as individual entrepreneurs without creating jobs, the maximum amount of support increases to 100,000 UAH;
• young people aged 18–25 can receive up to 200,000 UAH on the condition of registering as individual entrepreneurs without creating jobs;
• in the areas of creative industries and preschool education, a grant of up to 1 million UAH can be obtained.
The focus is on veterans, women veterans, and members of their families. This area of the grant program is also expanding: now grants of up to 1 million UAH can be received by parents of combatants, adult children, and guardians.
Special attention was also given to support for the processing industry. Grant recipients in this sector can attract up to 8 million UAH in state support.
The “Army of Recovery” program was also discussed in detail.
From January 1, 2026, payment for a full month of participation in socially useful works will amount to:
• 12,970 UAH — across Ukraine;
• 17,294 UAH — for frontline territories (8 regions, including Kharkiv), as well as for veterans and women veterans.
Wages for public and other temporary jobs from the new year will amount to 8,647 UAH across Ukraine.
Active employment programs mean official employment, and therefore social guarantees and confidence in the future.
In addition, an equally important area is education. Anyone who wants to change their profession or improve their qualifications can receive a training voucher from the employment service. It applies to 156 professions and specialties, and the maximum cost of training is 33,280 UAH.
The employment service invests in people and the development of the labor market so that official work and professional fulfillment are accessible to everyone.
